Designated Giving Policy

(Restricted Funds)

Policy Statement

When money donated or given for a specific project or
program is over-funded, or cannot be completed for any
reason, by adhering to the protocols of this policy, the
Moncton Seventh-day Adventist Church has the authority
to redesignate these contributions.

Purpose

The purpose of this policy is to provide the Moncton
Seventh-day Adventist Church an opportunity to
redesignate restricted funds should the project be over-
funded or terminated.

Definition(s)

Restricted Funds are resources (like donations or grants)
our organization receives for a specific purpose, with
strict donor-imposed limitations on how the money can be
used.

Applicability

This policy applies to the Moncton Seventh-day Adventist
Church Board of Directors hereafter known as the Board;
the Moncton Seventh-day Adventist Church hereafter
known as the Church; that need to implement this policy
when receiving donations towards specific projects
(restricted donations).

Requirements

  1. Restricted funds must be used for the purpose designated by a donor, and unless this Designated Giving Policy is implemented prior to the collection of funds, the governing entity of the institution cannot change the way the Restricted funds are used. Restricted funds should not be reallocated by the Church unless the project is overfunded or terminated.
  2. When this policy is implemented, it will apply only to funds being received going forward, and it is not retroactive.

Procedure

In order for the Church to redesignate restricted funds, the entities must:

  1. Make known to the donors the Designated Giving
    Policy.
    When presenting this policy to donors the following
    wording is recommended:
    “Spending of funds are confined to board-
    approved programs and projects of the Moncton
    Seventh-day Adventist Church. Contributions shall
    not in any way compromise the Church’s charitable
    purposes or activities. Each contribution directed
    toward an approved program or project will be
    used as restricted with the understanding that
    when the need for such a program or project has
    been met, or cannot be completed for any reason
    as determined by the Moncton Seventh-day
    Adventist Church, or the focus of the church’s
    priorities shift, the remaining restricted
    contributions will be used where most needed, as
    determined by the governing entity of the church.”
  2. This policy must be publicly posted (i.e. on a
    bulletin board, in a bulletin, on a website, etc.)
    during the function so that donors may be aware of
    it.
  3. The Board in a board meeting or the Church in a
    business meeting may legally vote to redesignate
    restricted funds to a purpose different from what
    they were donated for should the project be over-
    funded or terminated.
  4. When this policy is implemented, it will apply only to funds being received going forward, and it is not retroactive.
